Population “Relocation” Section of FEMA Document Missing

PALMER, Texas – The Federal Emergency Management Agency’s reports of how to mitigate potential civil uprisings and disasters have sections dealing with the mass relocation and confinement of citizen populations: except in Palmer, a city 20 miles south of Dallas.

The City of Palmer and the Palmer Police Dept., according to a former reporter for conservative weekly The Ellis County Press who requested the FEMA documents for three months, have the federal plans but the section instituting population relocations came up missing.

“I have already talked to [Palmer PD Chief Mike Zaidle] about FEMA in Palmer the section of the emergency management plan regarding moving people into camps is totally gone from the 3 inch binder,” said Brandy Owen, the former reporter who penned a series of articles on the Trans Texas Corridor last year. “There is a chapter or [section in] it but the section is gone from the plan.

“He [Zaidle] is quite aware of federalization and says he has tried to be “compliant” and make proper arrangements for housing people in the high school gymnasium and other places,” she said. “FEMA always tells him his plans are inadequate.”

Recently, plans were announced by the Ellis County Sheriff’s Office to team up with local church pastors for a “safety seminar.” Some critics of the federal government plans involving local police agencies and churches cite FEMA’s attempt to “quell” dissent and facilitate the confiscation of guns from private citizens.

“A shocking KSLA [Shreveport, La.] news report has confirmed the story we first broke last year, that Clergy Response Teams are being trained by the federal government to “quell dissent” and pacify citizens to obey the government in the event of a declaration of martial law,” Paul Joseph Watson reported two years ago for Austin-based website Infowars.com.

“In May 2006, we exposed the existence of a nationwide FEMA program which is training pastors and other religious representatives to become secret police enforcers who teach their congregations to “obey the government” in preparation for the implementation of martial law, property and firearm seizures, mass vaccination programs and forced relocation.

“A whistleblower who was secretly enrolled into the program told us that the feds were clandestinely recruiting religious leaders to help implement Homeland Security directives in anticipation of a a potential bio-terrorist attack, any natural disaster or a nationally declared emergency.”

When she first approached the City of Palmer, Owen said Mayor Lance Anglin fielded requests to City Administrator Doug Young.

“For three months I asked and checked back in with Palmer City Hall,” she said. “Mayor [Anglin] turned all of his emergency plan responsibility to Young. Lots of sections are missing but specifically relocation of people.”

FEMA to Conduct Massive NLE 09 Martial Law Exercise Next Week

Earlier this week, the Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Administrator Craig Fugate met with several state governors to discuss “emergency preparedness,” according to a press release posted on FEMA’s website. “FEMA is committed to protecting and assisting our states and citizens during disasters,” said Fugate. “By working together and strengthening relationships at the state level, we can continue to build the national emergency response team which includes FEMA, as well as state, local, tribal and federal partners, the private sector and faith-based organizations. The work we are putting in now to build this team will go a long way during the next disaster.”

Preparations are now underway for FEMA’s NLE 09.

On Sunday, Fugate addressed governors from around the country at the National Governors Association conference in Biloxi, Mississippi, where he “discussed how FEMA can best support the states and their citizens as we prepare for and respond to emergencies and disasters.”

FEMA does not specifically detail the “next disaster,” although Fugate had participated “in a video teleconference with governors and officials from over a dozen hurricane prone states on his first day as Administrator.”

Last October, investigative journalist Wayne Madsen learned from knowledgeable FEMA sources that the Bush administration had put the final touches on a plan that would see martial law declared in the United States with various scenarios anticipated as triggers. “The triggers include a continuing economic collapse with massive social unrest, bank closures resulting in violence against financial institutions, and another fraudulent presidential election that would result in rioting in major cities and campuses around the country,” explained Madsen.

An additional trigger has since emerged – a mass flu pandemic the government promises will occur this autumn.

In addition, Army Corps of Engineer sources told the journalist that the assignment of the 3rd Infantry Division’s 1st Brigade Combat Team (BCT) to the Northern Command’s U.S. Army North will augment FEMA and federal law enforcement in the imposition of traffic controls, crowd control, curfews, enhanced border and port security, and neighborhood patrols in the event a national emergency being declared. The BCT was assigned to duties in Iraq before being assigned to the Northern Command.

On July 3, Infowars reported on National Guard troops training to engage in combat with “militia” groups. In the exercises, held in Missouri and South Dakota, eight members of a Jefferson City-based battalion acted as a “fictitious militant group” and attacked military checkpoints and convoys.

On September 30, the Army Times reported that the BCT would be deployed in the United States under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks. The BCT mission “marks the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities,” Gina Cavallaro wrote for the Times. The military is prohibited under the Posse Comitatus Act from working with local law enforcement.

Madsen reported on a highly-classified document regarding the martial law scenario on April 3, 2008. “WMR has learned from knowledgeable sources within the US financial community that an alarming confidential and limited distribution document is circulating among senior members of Congress and their senior staff members that is warning of a bleak future for the United States if it does not quickly get its financial house in order. House Speaker Nancy Pelosi is among those who have reportedly read the document.”

The document is called “C & R,” short for “conflict” and “revolution.” It reportedly states that if the United States defaults on loans and debt underwriting from China, Japan, and Russia, all of which are propping up the United States government financially, and the United States unilaterally cancels the debts, America can expect a war that will have disastrous results for the United States and the world. “The other scenario is that the federal government will be forced to drastically raise taxes in order to pay off debts to foreign countries to the point that the American people will react with a popular revolution against the government.”

In November of 2008, noted trends forecaster Gerald Celente predicted revolution, food riots and tax rebellions in America by the year 2012. “Celente says that by 2012 America will become an undeveloped nation, that there will be a revolution marked by food riots, squatter rebellions, tax revolts and job marches, and that holidays will be more about obtaining food, not gifts,” Paul Joseph Watson wrote for Prison Planet. Celente accurately predicted the 1987 stock market crash and the fall of the Soviet Union.

More recently, Celente said “The Greatest Depression” will be called “Obamageddon” in America. “The measures taken by successive governments to save the politically corrupt, morally bankrupt, physically decrepit giant from collapse have served to only hasten its demise. While the decline has been decades in the making, the acceleration of ruinous policies under the current Administration is leading the United States – and much of the world – to the point of no return,” Celente wrote on July 1.

On July 27, FEMA will conduct National Level Exercise 2009 (NLE 09), scheduled to run through July 31. “NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery,” a FEMA factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program, “which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,” according to FEMA.

In addition to the participation of domestic “partners,” the FEMA exercise will include foreign troops. “This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.” The FEMA factsheet does not explain why the participation of foreign troops is necessary.

In February, D. H. Williams, reporting for the Daily Newscaster, revealed meetings held between FEMA, the Department of Homeland Security, and Indiana county municipal officials in the vicinity of Chicago. The feds allegedly told the officials that every county in the country would be required to prepare a Hazard Mitigation Plan, including plans to vaccinate the entire population within 48 hours and prepare mass graves. In addition, according to Williams’ source, the county was asked to make plans for “hardening” police and fire stations, putting in hardened bunker type buildings around town, and draft up plans for the possibility of up to 400,000 refugees from Chicago entering the county.

Infowars and Prison Planet have been at the forefront of an effort to document the existence of mass graves, specifically in Phoenix and Houston. In April of this year, The Jones Report detailed the storage of thousands of plastic coffin liners in Alabama.

Finally, it should be noted that FEMA was organized specifically for martial law. On July 5, 1987, the Miami Herald reported on the existence of camps operated by FEMA “should martial law need to be implemented in the United States.” The existence of the camps and Rex 84 — short for Readiness Exercise 1984 — came to light during the Iran-Contra hearings.

“And there you have it,” writes Allen L Roland, “the real purpose of FEMA is to not only protect the government but to be its principal vehicle for martial law…. This is why FEMA could not respond immediately to the Hurricane Katrina disaster — humanitarian efforts were no longer part of its job description under the Department of Homeland Security.”

The FEMA press release states that the feds are conducting a large exercise in order to respond to “emergencies and disasters,” when in fact they are conducting a martial law exercise with not only state, local, and tribal “partners,” but foreign troops as well.

Bill Gives Attorney General Power To Designate Gun Owners, Tax Protesters As Terrorists 060709top3

Amendments to the 2010 National Defense Authorization Act, which has already been passed by the House, would empower the Attorney General Eric Holder to define gun owners, anti-abortion activists and tax protesters as domestic terrorists in light of recent federal reports that classify millions of Americans as “extremists”.

Former impeached Florida judge and now Democratic Congressman Alcee Hastings has introduced amendments to H.R. 2647: National Defense Authorization Act for Fiscal Year 2010, which would give Holder dictator powers to demonize legitimate protest groups as being affiliated with violent race hate organizations.

The bill is ostensibly aimed at preventing race “extremists” and gang members from joining the Army, but since the Army already hires felons, criminals, racists and gang members, the real purpose behind the legislation is to codify the move to label gun owners, “anti-government” activists and tax protesters as domestic terrorists, a process that has been ongoing since at least the start of the decade.

The bill’s definition of “people associated or affiliated with hate groups” include, “Groups or organizations that espouse an intention or expectation of armed revolutionary activity against the United States Government,” or “Other groups or organizations that are determined by the Attorney General to be of a violent, extremist nature.”

The evidence required to show that such an organization is affiliated with a violent hate group includes people possessing tattoos identifying them with the group, individuals who attend conferences or rallies sponsored by a “hate group,” people who engage in online discussion forums of an “extremist” nature, people who possess documents, books or photographs or simply “related materials as defined by the Attorney General” that represent “hate propaganda.”

The amendments introduced by Hastings were passed by the House and the bill now moves on to the Senate for approval before it is signed by the President.

Since the definition of an “extremist” has already been established by numerous federal documents over the last few years that list law-abiding citizens as domestic terrorists, Hastings’ amendments are simply an attempt to centralize the power to demonize such groups into the hands of the Obama administration.

“This is arguably one of the worst pieces of legislation to come down the pike in a long, long time. In essence Attorney General Eric Holder — a Bill Clinton retread — will have the discretion to label Americans terrorists. Hastings is a dangerous man and should be forced to resign from congress. This amendment is part and parcel of the trend in this country to suppress dissent by patriots by calling them domestic terrorists,” warns writer Mike Baker.

Congressman Trent Franks (R-AZ) expressed his concern about the amendment on the house floor, noting that under Homeland Security’s very definition of what constitutes an “extremist”, the majority of Americans will be characterized as hate criminals.

“While the amendment seeks to keep gang members and members of violent groups out of the military, the amendment by its language is much more broad. Specifically, it confers upon the Attorney General the ability to categorize groups as hate groups, and this sounds an alarm for many of us because of the recent shocking and offensive report released by the Department of Homeland Security which labeled, arguably, a majority of Americans as “extremists,” warned Franks.

“I take extreme offense that the federal government — through a report issued under the authority of a Cabinet-level official — would dare to categorize people who are “dedicated to a single issue, such as opposition or abortion or immigration” as “right-wing extremists” and it begs the question of whether the Attorney General, under Mr. Hastings’ Amendment, can look to the Napolitano report to decide who is an extremist, or can make the same categorization of the majority of Americans as extremists who may then be kept from joining the military, or who may be discharged,” said Rep. Franks.

As we reported in April, a recent Department of Homeland Security intelligence assessment equates gun owners with violent terrorists and states that radical extremists are “stockpiling” weapons in fear of an Obama administration gun ban.

The document, Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment, states;

“Rightwing extremism in the United States can be broadly divided into those groups, movements, and adherents that are primarily hate-oriented (based on hatred of particular religious, racial or ethnic groups), and those that are mainly antigovernment, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration.”

A similar report was also issued by the DHS at the end of March which listed the “alternative media” with other radical extremist groups and implies that people who disagree with the mass media’s version of events are potential domestic terrorists.

Both documents were just the latest in a long sordid line of training manuals in which the federal government characterizes millions of American citizens as potentially violent terrorists who are a threat to law enforcement, and designates them under the umbrella term of “extremists,” in the same context cited in Hastings’ amendments.

As we have exhaustively documented with the MIAC report and a whole host of others, the federal government apparently has very little concern for any perceived terrorist threat to America coming from the MIddle East or Al-Qaeda cells within the country, and indeed if any such threat existed we are only in more danger, because the feds have been busy training law enforcement that law-abiding American citizens who exercise their legal right to purchase firearms or who exercise their first amendment right to discuss politics or run websites, are potential terrorists who want to instigate a violent revolution.

In addition, current Department of Defense anti-terrorism training course material states that the exercise of First Amendment rights in the U.S. constitutes terrorist activity.

Over the last few years we have documented countless examples of security assessment reports from the likes of the Department of Defense, the Department of Homeland Security and the FBI, as well as police training manuals, which state that anti-war protesters, gun owners, veterans, Ron Paul supporters and those who merely cite the Constitution should be equated with extremists and domestic terrorists.

The fact that the government is now treating people who merely criticize its conduct as domestic terrorists is the clearest signal possible that the United States has entered a period in history similar to Germany in the early 1930’s and that it can only be a matter of time before the right “emergency” provides the justification for dissidents to be targeted for round-ups and mass imprisonment.

No one can claim now that this is merely a paranoid delusion – the government itself is training its law enforcement and military arms that protesters and people who use their First Amendment rights are domestic terrorists.

The facilities for round-ups of “extremists” who dare to exercise their First or Second Amendment rights are already being prepared, again with the help of Hastings, who sponsored (HR 645) – the National Emergency Centers Establishment Act.

The bill authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency.

Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse.

The bill mandates that six separate facilities be established in different Federal Emergency Management Agency Regions (FEMA) throughout the country.

The camps will double up as “command and control” centers that will also house a “24/7 operations watch center” as well as training facilities for Federal, State, and local first responders.

The bill also contains language that will authorize camps to be established within closed or already operating military bases around the country.

As we have previously highlighted, in early 2006 Halliburton subsidiary Kellogg, Brown and Root was awarded a $385 million dollar contract by Homeland Security to construct detention and processing facilities in the event of a national emergency.

The language of the preamble to the agreement veils the program with talk of temporary migrant holding centers, but it is made clear that the camps would also be used “as the development of a plan to react to a national emergency.”

As far back as 2002, FEMA sought bids from major real estate and engineering firms to construct giant internment facilities in the case of a chemical, biological or nuclear attack or a natural disaster.

A much discussed and circulated report, the Pentagon’s Civilian Inmate Labor Program, was more recently updated and the revision details a “template for developing agreements” between the Army and corrections facilities for the use of civilian inmate labor on Army installations.”

Alex Jones has attended numerous military urban warfare training drills across the US where role players were used to simulate arresting American citizens and taking them to internment camps.

Hastings’ efforts to have millions of law-abiding American citizens lumped in with racist gangs and designated as “extremists” arrives on the back of Federal hate crimes legislation, which in reality would criminalize “thought crimes,” that has cleared the House and now faces the Senate as S.909, the Matthew Shepard Hate Crimes Prevention Act (officially, the Local Law Enforcement Hate Crimes Prevention Act).

S.909 is a direct violation of the First Amendment. It allows the federal government to prosecute people involved in “hate speech” transmitted over television, radio, and the internet. The House version of the bill states:

“Whoever transmits in interstate or foreign commerce [radio, TV, internet] any communication, with the intent to coerce, intimidate, harass, or cause substantial emotional distress to a person, using electronic means to support severe, repeated, and hostile behavior, shall be fined under this title or imprisoned not more than two years, or both. (HR 1966, SEC 3, Sec. 881a)”

In other words, if a talk show host engages in “hostile” speech against a person or persons of the above mentioned federally protected group that talk show host will face federal prosecution and the prospect of a two year prison term.

The Megan Meier Cyberbullying Prevention Act would similarly criminalize free speech on the Internet if it can be deemed in any way to have been “harmful” to an individual. This represents the end of political blogging and free speech on the world wide web.

If both bills are not opposed and thrown out then the First Amendment will become nothing more than a relic of a bygone age.

All of these coordinated moves to demonize informed, armed and pissed off Americans as extremists, terrorists and hate criminals represents the federal government’s final push to brainwash the population into accepting the notion that some Americans are dangerous, that they are enemies of the state, and that they can be targeted in the same way that victims of the “war on terror” are now being targeted across the world – through misappropriation of guilt, torture and indefinite imprisonment.

The Federal Emergency Management Agency has been forced to remove sections of a children’s coloring book from its website after concerned parents made complaints regarding the use of crude images of the 9/11 attacks.

The disaster preparedness activity book, titled ‘A Scary Thing Happened,’ features various disasters, such as hurricanes and floods, and includes an illustration on it’s cover showing what is clearly one of the World Trade Center towers on fire with a plane flying toward the second tower.

The image is repeated within the book three times on a single page, which children are encouraged to color in.

The caption above reads, “You might hear about it again and again on the T.V. or radio or read about it in the newspaper.”

Critics have charged that parents should make the decision whether or not and exactly how to educate their children about 9/11 and that children should not be exposed to government-issued material for such purposes.

The coloring book was created in 2003 for the Freeborn County Crisis Response Team in Minnesota.

Although the images look like they have been drawn by a child, they were actually illustrated by Red Cross volunteer and 68-year-old grandmother of 10, Marlys Jentoft. Jentoft told The Smoking Gun website that she was unaware of the recent criticism of the coloring book, but would redo the drawings if asked.

In a statement, FEMA spokesman John Shea said:

“We removed the content from our website after reviewing http://www.FEMA.gov for appropriate material. FEMA for kids assists children in understanding disasters and we will continue to post appropriate material that supports its mission.”

FEMA spokesman Clark Stevens added, “The coloring book, which was put online in 2003, was removed last week, and FEMA is currently reviewing all Web content designed and posted by the previous administration.”

The FEMA website for kids has come under continued criticism for encouraging parents and teachers to introduce their children to material related to the federal government’s emergency management procedures and the department of homeland security.

A case in point is FEMA’s definition of terrorism on it’s website for kids, which differs slightly from everybody else’s:

“Terrorism is the use of threat or violence to scare governments into changing their policies.”

Other definitions of terrorism offered by FEMA to children are also eyebrow raising:

“Terrorists are criminals and when they are caught they are put on trial.”

“Acts of terrorism include: threats of violence…”

Other sections of the site include games and cartoons relating to Citizen Corps programs for kids, while those who sign up to become “Disaster Action Kids” get to be part of a special Email group, that receives “exciting news and information” directly from FEMA.
