1973 Document Outlines Blueprint for ‘Family Planning’ Propaganda

A 1973 document has emerged called Mass Media, Family Planning and Development: Country Case Studies on Media Strategy, wherein we learn something about the strategies to be implemented in the eugenics-based family planning project of the future. Based on case studies in third world countries, the document proposes the creation of a ‘family planning communication resource unit’ for every nation concerned. The reason being, so the report states, that “culturally, there is an emphasis on fertility, and the birth of children to the family is celebrated, as a symbol of prosperity and for status for women.” Because the Unesco-chieftains can’t have that, the reduction of a population should be accomplished through an elaborate media campaign, utilizing all possible avenues. Ancient tribal instincts, revolving around procreation and creativity, become suspect- as does religion and tribal mythology.

The writers however, mean not to destroy these human tendencies, they mean to use them to their own advantage and that of their masters instead. “The religion”, they say, “supports the idea that children are ‘God’s Greatest Blessing’ but can also be used to encourage the idea that every child should be given the best opportunities parents can offer. There is also a favourable attitude to economic development, a desire to raise living standards, and a desire for education. These factors are helpful in the development of a Preliminary Media Strategy.”

A Communication Resource Unit”, the document continues, “is responsible for the implementation of media policy for one, or more than one field.” The document proceeds with outlining the functions of such a unit in regards to family planning messages: “The integration of messages is a matter which concerns the Communication Resource Unit, in that an integrated approach to family planning needs to be worked out. (…) These (messages) may be ‘family planning for maternal health’, ‘family planning for family prosperity’, ‘family planning for your figure’, ‘family planning for national prosperity’, family planning for child development.’ These messages will be pretested to find those which seem to appeal most to the eligible age groups.”

One of the many case studies (country case study nr.1) involves an unnamed “small island”, total population 3,000,000. Describing the current situation, the report states: “Mass media approaches to family planning are wholly financed by the Government and, since 1968, radio, television and the press have been used to give information about family planning and to create an awareness of the need for population control.” One of the chief objectives for the ‘resource unit’, will be to “extend(ing) the family planning coverage to 90% of the eligible population. The aim at this point is to bring the number of children per family nearer to three rather than four, and to gradually reduce this to two children per family at a later stage.”

As one of the first proposed ‘phases’ of the programme, the document describes several messages to be embedded within television commercials. “A couple are shown over one of the new Government flats. They are unable to take it, because the accommodation provided is for families with two or three children. Preference is given to smaller families. They (the large family) will have to wait longer.” Another example: “The picture shows a married woman with one child. She is stopped by a voice saying “Do you know about family planning?” “Your local clinic has all the information.”” Or: “(Picture changes to a smiling woman with clinic appearing) “Family planning is free in all clinics (…)””. How about this one: “Don’t put off family planning. Tomorrow may be too late. See your clinic today.” You gotta also love this one: “A picture on the screen could show a woman talking to a consultant about family planning. She turns to the viewers and says: “I’m glad I made up my mind about family planning.””

Cartoons, say the authors, could also help implant a family planning message, for example “a cartoon in the most widely read newspaper could take the opportunity to ridicule those who cling to the old ways to the detriment of their families.”

Both television and radio advertisements are subject to the strategies of the Communication Resource Unit: “Advertising on television will be in the evenings, between popular programmes, when a broader audience (both male and female) is expected.” With regards to radio advertising, the report says: “The commercials can be played into record request programmes, women’s programmes, at programme junctions, before and after news breaks, popular serials and plays. The message should be simple, sympathetic, catchy.”

For example”, the report continues, “messages like these can appeal specifically to the over thirty age group: “Family planning is for YOU. Have you had two children or more? The now’s the time to visit your local clinic.” And: “Most people plan their families. They know that education, clothing, housing, all cost money. How many children can you afford?” In another instance, people are being scared with all kinds of gruesome images: “For example, the commercial might begin with the hungry cries of four or five children, followed by the tired voice of the mother.” The examples in the document go on and on, crudely distributing messages into the mass media: “A sequence might be set up, (…) showing John and Mary with two children. The caption reads: “John and Mary…. nice house ……lovely children”, and another (showing another couple with four children), “Doris and Jack….. no house ….. too many children.”

Personality shows”, the report mentions, “can be useful in the reinforcement phase. (…) A well known personality who demonstrates an interest in family planning, or remarks on the success of the campaign, can often add credibility to the family planning message.” The report would like to see these personalities follow the script word for word, for example in response to a woman, who recently gave birth to her first child: “Well, that’s marvellous”, the radio personality should respond, “Congratulations Mrs……… I suppose you won’t be having any more children for a bit. You want that boy of yours to grow healthy and strong and I know you need time to recover- Children take up a lot of your time, don’t they?” The document states that personality alone cannot fully carry the message through to the listening audience: “Jingles and spot announcements, jokes and quick comments, can be included in the programmes, which will then have the effect of keeping the subject of family planning firmly in mind.”

How would the Unesco-people arrange all this, just by voluntary compliance of the media-people involved? “There may be some scheme whereby those people will be paid for their work (…)”- says the document. In other words: bribery is being proposed as an acceptable means of bringing the media into the strategy.

Also community plays should be used to convey the message: “The afternoon play can carry the theme, skillfully woven into the story. It is possible that some plays could be specially written for the purpose, but it is probable that the message can be incorporated into plays by those writers who have been briefed well enough in advance.” Music and pamphlets are another way of doing it, the report says: “Songs can be useful in this phase, (…). They must be professionally composed and recorded, and the messages must be reasonably subtle if it is to be acceptable to programmers.”

But the Resource Unit won’t restrict itself to just radio, TV and plays. Feature films are considered perhaps to be the most effective tools in conveying the message to unsuspecting audiences: “(…) There are two ways in which the family planning message can be included in feature films. The first is for the family organisation to commission a film specifically for the campaign. (…) if it is to be successful, well known and popular actors must be chosen, and the scripting and direction has to be professionally executed. Another method is for the family planning theme to be introduced into feature films which are already planned and prepared by local commercial production companies. In this case, the family planning organisers must be aware of the possible ways in which the theme can be subtly incorporated, as producers are not likely to respond to a suggestion which involves the total re-thinking of the plot. (…) Suitable opportunities can be found in love stories, in stories based on conflicts between men and women (…).”

And the document- thoroughly immersed in deceit- continues on, listing example after example- and illustrating quite vividly the willingness on the part of the Malthusian-minded elite to lie, cheat and deceive in order to convince people that ‘less is more’. In the 1970s, air pollution and global cooling were thrown into the equation, nowadays it’s anthropogenic global warming. As this document shows, nation after nation is methodically bombarded with predictive programming-propaganda, requiring of the receiver an almost superhuman set of defence mechanisms to fence off the pitchforks of the eugenicists, poking at them from all sides.

Throughout the last half of the 20th century, the Unesco eugenicists have left no means unused to control the growth of populations worldwide. The mass media, they reckoned, was by far the most effective instrument through which population control policies could be distributed and implemented. But where to test the effectiveness of such a campaign? Surely not in the western world, where outright propaganda and trickery would backfire on the propagandists in a hurry. They would have to find another testing ground, one more poverty-stricken and needy; and therefore easily overwhelmed by Unesco and UNFPA-personnel with their textbooks of tyranny.

Unesco represents the transnational eugenicists’ goal of reducing population worldwide.

By the mid-seventies, the program was well underway, with money to spare and lots of ‘human resources’ to scale back. The justification that could be given to the Western middleclass was wonderfully simple and cunningly devised: under the guise of developing the undeveloped, they could impose the concept of population as a plague on the environment and thereby convince our former colonies to surrender their birthright to procreate and multiply- two things our species is prone to do.

Crucial in delivering this message, was to constantly emphasize the concepts of ‘development’ and ‘human rights’ and ‘fighting discrimination’. Only with the help of some philanthropic pretexts, could the population control-programs be sold, both to the target audience in the nations of interest and to the folks back home. This process could only prove effective with the help of a widespread mass media campaign that would combine Bernays-style propaganda with a touch of crude Rupert Murdoch tactics.

In the year 1974, the World Population Conference was organized by Unesco and the UNFPA, starting off several ‘seminars’ organized by the transnationalists, directed specifically at representatives of mass media in the countries involved. One such seminar for press and media outlets was organized by Unesco’s regional office for education in Thailand to “discuss and exchange ideas on the best methods of propagating the small family norm to the general public” and “brief Thai press and media practitioners about population matters so that hopefully media coverage of population news may become more accurate and sophisticated.”

“The reason for such a seminar”, the report explains, “is the fact that the population growth rates in Thailand are among the highest of the world.”

In those countries, Unesco is usually the first to step in, representing the transnational eugenicists’ goal of reducing population worldwide. Kicking off the seminar, the thoroughly bought off deputy prime-minister of Thailand turned to the gathering of media people, stating that:

“You, representing the mass media, have a very important role to play in presenting population information to large numbers of people. (…) The mass media can act as a very important bridge between the population/family planning programme and the general public.”

In the same year, 1974, a mirror seminar was held for Sri Lankan media representatives, organized by the ministry of Information and Broadcasting and sponsored by Unesco and the UNFPA. In the segment ‘Sociological factors in Family Planning publicity programmes’, mr. Sarath Amunugama of the Sri Lankan ministry of Public Administration and Home Affairs complains about the ineffectiveness of the population control programmes so far:

“There has been a consistent underplaying of the potential of induced abortions as a significant means of population control.”

With regards to the role of the mass media, Amunugama says:

“The press, radio and film are perhaps the only mechanisms through which a highly fragmented population can be drawn speedily, efficiently and at relatively little cost into the national development effort.”

“Perhaps more than any other media”, Amunugama continued, “the cinema can recreate the immediacy of person-to-person communication. It can therefore used in cinema vertité style, for instance, to record the reactions of people to the programmes of the national centre. The best publicity for a programme is obtained when target audiences themselves feel a change for the better and are able to express this change verbally. In the field of family planning (…), the image of real people involved in and satisfied with change is likely to be highly effective.”

Among the recommendations of the media participants for effectively disseminate population control-matters, they list:

“The seminar recommends that the ministry of Information and Broadcasting and the Film Corporation of Sri Lanka be co-sponsors for a seminar-workshop in 1974 to plan for the use of film and theatre media for the active dissemination of population information.”

In a 1979 report of a ‘regional workshop’, ‘population education: innovative structures and approaches’, the authors underline the effectiveness of mass-media to distribute ‘population-issues’:

“In some countries’, the report states, ‘radio and television have been used as educational media ranging from the use of radio- spot announcement, musical programmes, playlets to full-length feature films.”

The seminars were held in Third World countries worldwide and continue to this very day. Now that the program had proven remarkably easy to sell, it was prolonged into the 80s and 90s, incrementally phasing in environmental issues in general, and the global warming swindle in particular.

In 1993, the United Nations Population Fund proudly boasted:

“Mass media are prime carriers of population information. Both the medium and the message should be adapted to social and cultural realities. Population education is now available in 80 countries in the developing world. Aims vary from country to country but are generally designed to introduce a sense of responsibility regarding population issues.”

Every argument given by people opposing Unesco’s top-down system of control, was branded as hostile to the human right to limit one’s household to one child. Everyone defending the God-given right to own land and have children, was characterized as a scourge on the environment. Because the eugenicists have an enemy that is not easily defeated, namely human instinct and dignity, it was crucial to discredit human nature, undermine it, while replacing it with a ‘shadow nature’ which rejects the notion of life and liberty, embracing eugenics and tyranny instead.

Bill Gives Attorney General Power To Designate Gun Owners, Tax Protesters As Terrorists 060709top3

Amendments to the 2010 National Defense Authorization Act, which has already been passed by the House, would empower the Attorney General Eric Holder to define gun owners, anti-abortion activists and tax protesters as domestic terrorists in light of recent federal reports that classify millions of Americans as “extremists”.

Former impeached Florida judge and now Democratic Congressman Alcee Hastings has introduced amendments to H.R. 2647: National Defense Authorization Act for Fiscal Year 2010, which would give Holder dictator powers to demonize legitimate protest groups as being affiliated with violent race hate organizations.

The bill is ostensibly aimed at preventing race “extremists” and gang members from joining the Army, but since the Army already hires felons, criminals, racists and gang members, the real purpose behind the legislation is to codify the move to label gun owners, “anti-government” activists and tax protesters as domestic terrorists, a process that has been ongoing since at least the start of the decade.

The bill’s definition of “people associated or affiliated with hate groups” include, “Groups or organizations that espouse an intention or expectation of armed revolutionary activity against the United States Government,” or “Other groups or organizations that are determined by the Attorney General to be of a violent, extremist nature.”

The evidence required to show that such an organization is affiliated with a violent hate group includes people possessing tattoos identifying them with the group, individuals who attend conferences or rallies sponsored by a “hate group,” people who engage in online discussion forums of an “extremist” nature, people who possess documents, books or photographs or simply “related materials as defined by the Attorney General” that represent “hate propaganda.”

The amendments introduced by Hastings were passed by the House and the bill now moves on to the Senate for approval before it is signed by the President.

Since the definition of an “extremist” has already been established by numerous federal documents over the last few years that list law-abiding citizens as domestic terrorists, Hastings’ amendments are simply an attempt to centralize the power to demonize such groups into the hands of the Obama administration.

“This is arguably one of the worst pieces of legislation to come down the pike in a long, long time. In essence Attorney General Eric Holder — a Bill Clinton retread — will have the discretion to label Americans terrorists. Hastings is a dangerous man and should be forced to resign from congress. This amendment is part and parcel of the trend in this country to suppress dissent by patriots by calling them domestic terrorists,” warns writer Mike Baker.

Congressman Trent Franks (R-AZ) expressed his concern about the amendment on the house floor, noting that under Homeland Security’s very definition of what constitutes an “extremist”, the majority of Americans will be characterized as hate criminals.

“While the amendment seeks to keep gang members and members of violent groups out of the military, the amendment by its language is much more broad. Specifically, it confers upon the Attorney General the ability to categorize groups as hate groups, and this sounds an alarm for many of us because of the recent shocking and offensive report released by the Department of Homeland Security which labeled, arguably, a majority of Americans as “extremists,” warned Franks.

“I take extreme offense that the federal government — through a report issued under the authority of a Cabinet-level official — would dare to categorize people who are “dedicated to a single issue, such as opposition or abortion or immigration” as “right-wing extremists” and it begs the question of whether the Attorney General, under Mr. Hastings’ Amendment, can look to the Napolitano report to decide who is an extremist, or can make the same categorization of the majority of Americans as extremists who may then be kept from joining the military, or who may be discharged,” said Rep. Franks.

As we reported in April, a recent Department of Homeland Security intelligence assessment equates gun owners with violent terrorists and states that radical extremists are “stockpiling” weapons in fear of an Obama administration gun ban.

The document, Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment, states;

“Rightwing extremism in the United States can be broadly divided into those groups, movements, and adherents that are primarily hate-oriented (based on hatred of particular religious, racial or ethnic groups), and those that are mainly antigovernment, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration.”

A similar report was also issued by the DHS at the end of March which listed the “alternative media” with other radical extremist groups and implies that people who disagree with the mass media’s version of events are potential domestic terrorists.

Both documents were just the latest in a long sordid line of training manuals in which the federal government characterizes millions of American citizens as potentially violent terrorists who are a threat to law enforcement, and designates them under the umbrella term of “extremists,” in the same context cited in Hastings’ amendments.

As we have exhaustively documented with the MIAC report and a whole host of others, the federal government apparently has very little concern for any perceived terrorist threat to America coming from the MIddle East or Al-Qaeda cells within the country, and indeed if any such threat existed we are only in more danger, because the feds have been busy training law enforcement that law-abiding American citizens who exercise their legal right to purchase firearms or who exercise their first amendment right to discuss politics or run websites, are potential terrorists who want to instigate a violent revolution.

In addition, current Department of Defense anti-terrorism training course material states that the exercise of First Amendment rights in the U.S. constitutes terrorist activity.

Over the last few years we have documented countless examples of security assessment reports from the likes of the Department of Defense, the Department of Homeland Security and the FBI, as well as police training manuals, which state that anti-war protesters, gun owners, veterans, Ron Paul supporters and those who merely cite the Constitution should be equated with extremists and domestic terrorists.

The fact that the government is now treating people who merely criticize its conduct as domestic terrorists is the clearest signal possible that the United States has entered a period in history similar to Germany in the early 1930’s and that it can only be a matter of time before the right “emergency” provides the justification for dissidents to be targeted for round-ups and mass imprisonment.

No one can claim now that this is merely a paranoid delusion – the government itself is training its law enforcement and military arms that protesters and people who use their First Amendment rights are domestic terrorists.

The facilities for round-ups of “extremists” who dare to exercise their First or Second Amendment rights are already being prepared, again with the help of Hastings, who sponsored (HR 645) – the National Emergency Centers Establishment Act.

The bill authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency.

Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse.

The bill mandates that six separate facilities be established in different Federal Emergency Management Agency Regions (FEMA) throughout the country.

The camps will double up as “command and control” centers that will also house a “24/7 operations watch center” as well as training facilities for Federal, State, and local first responders.

The bill also contains language that will authorize camps to be established within closed or already operating military bases around the country.

As we have previously highlighted, in early 2006 Halliburton subsidiary Kellogg, Brown and Root was awarded a $385 million dollar contract by Homeland Security to construct detention and processing facilities in the event of a national emergency.

The language of the preamble to the agreement veils the program with talk of temporary migrant holding centers, but it is made clear that the camps would also be used “as the development of a plan to react to a national emergency.”

As far back as 2002, FEMA sought bids from major real estate and engineering firms to construct giant internment facilities in the case of a chemical, biological or nuclear attack or a natural disaster.

A much discussed and circulated report, the Pentagon’s Civilian Inmate Labor Program, was more recently updated and the revision details a “template for developing agreements” between the Army and corrections facilities for the use of civilian inmate labor on Army installations.”

Alex Jones has attended numerous military urban warfare training drills across the US where role players were used to simulate arresting American citizens and taking them to internment camps.

Hastings’ efforts to have millions of law-abiding American citizens lumped in with racist gangs and designated as “extremists” arrives on the back of Federal hate crimes legislation, which in reality would criminalize “thought crimes,” that has cleared the House and now faces the Senate as S.909, the Matthew Shepard Hate Crimes Prevention Act (officially, the Local Law Enforcement Hate Crimes Prevention Act).

S.909 is a direct violation of the First Amendment. It allows the federal government to prosecute people involved in “hate speech” transmitted over television, radio, and the internet. The House version of the bill states:

“Whoever transmits in interstate or foreign commerce [radio, TV, internet] any communication, with the intent to coerce, intimidate, harass, or cause substantial emotional distress to a person, using electronic means to support severe, repeated, and hostile behavior, shall be fined under this title or imprisoned not more than two years, or both. (HR 1966, SEC 3, Sec. 881a)”

In other words, if a talk show host engages in “hostile” speech against a person or persons of the above mentioned federally protected group that talk show host will face federal prosecution and the prospect of a two year prison term.

The Megan Meier Cyberbullying Prevention Act would similarly criminalize free speech on the Internet if it can be deemed in any way to have been “harmful” to an individual. This represents the end of political blogging and free speech on the world wide web.

If both bills are not opposed and thrown out then the First Amendment will become nothing more than a relic of a bygone age.

All of these coordinated moves to demonize informed, armed and pissed off Americans as extremists, terrorists and hate criminals represents the federal government’s final push to brainwash the population into accepting the notion that some Americans are dangerous, that they are enemies of the state, and that they can be targeted in the same way that victims of the “war on terror” are now being targeted across the world – through misappropriation of guilt, torture and indefinite imprisonment.

A stinging attack by John Hartigan, the CEO of Rupert Murdoch’s News Limited, labels bloggers and alternative media outlets as “political extremists”. Hartigan implies that bloggers should be jailed as they are in oppressive police states like China and Burma.

In a speech to the National Press Club, Hartigan savagely dismissed blogs as, “Something of such little intellectual value as to be barely discernible from massive ignorance.”

Bloggers don’t go to jail for their work. They simply aren’t held accountable like real reporters….It could be said the blogosphere is all eyeballs and no insights,” barked Hartigan.

“In the blogosphere, of course, the mainstream media is always found wanting. It really is time this myth was blown apart.”

“Blogs, and a large number of comment sites, specialise in political extremism and personal vilification. Radical sweeping statements without evidence are common.”

Hartigan doesn’t seem to grasp the fact that the mainstream media is always found wanting because they habitually lie about news events and spin stories to suit the demands of their corporate owners. This is the very reason why blogs and alternative media outlets have become so popular and have eaten into the mainstream media’s audience share, because people are sick of being treated like idiots, sick of being lied to, and are desperately in search of the truth.

Indeed, Hartigan’s boss Rupert Murdoch confessed to the fact that his media empire tried to shape public opinion to support the war in Iraq In other words, Murdoch’s many prominent news outlets wantonly put out propaganda supporting the manufactured case for invasion. Murdoch admitted to this while lamenting the corporate media’s “loss of power” to alternative media and Internet blogs, seemingly unaware of the fact that the two are directly connected.

When the people know that the corporate media is deliberately lying to them about Niger yellowcake and weapons of mass destruction, they are going to seek alternative avenues of information. The fact that the corporate media habitually lies is a manifestly provable reality, not a “myth” as Hartigan ludicrously claims.

In addition, while mainstream media routinely uses anonymous sources and little more than bluster and hot air to back up their stories, blogs provide links to almost every claim they make so readers can research the source evidence for themselves. This is the opposite from Hartigan’s claim that blogs make “radical sweeping statements without evidence.” Indeed, this phrase perfectly characterizes tactics employed by the mass media on a daily basis.

The corporate media monopoly has terminal cancer and they are losing their power to blogs and alternative media, which is why people like Hartigan are so angry and also why the establishment is aggressively moving to phase out the old Internet altogether and replace it with “Internet 2,” a highly regulated and controlled electronic Berlin wall, where alternative voices will be silenced and giant corporate propaganda organs will dominate once again.

As blogger Darryl Mason writes today, “John Hartigan is full of shit. Bloggers have gone to jail for their work, and to protect their sources, in North Korea, Iran, Egypt, the list of countries persecuting bloggers grows longer by the week. And the CEO of Australia’s biggest news corporation doesn’t know this?”

The jailing of bloggers for speaking too much truth is obviously not the kind of news that John Hartigan, a Rupert Murdoch CEO, is interested in. How could he not know about those jailing and prosecutions.

Remember those words. “Political extremism”.

You will hear that call more and more as the major news corporations scale up their war against independent media, and bloggers.

The source of the establishment’s move to claim that bloggers and alternative media outlets are “extremists” or at worst “terrorists,” as we first reported in September 2006, was a White House strategy document that the government had been following since 9/11.

In a September 5, 2006 speech President George W. Bush referred to the document as “an unclassified version of the strategy we’ve been pursuing since September the 11th, 2001,” that takes into account, “the changing nature of this enemy.”

The strategy paper on how to ‘win the war on terror’ cites “conspiracies” as one of the wellsprings of terrorism and threatens to “address” and “diminish” the problems they are causing the government in fulfilling their agenda.

This notion then reappeared in a March 2009 Homeland Security document entitled “Domestic Extremism Lexicon,” in which the “alternative media” is listed alongside other radical extremist groups with the implication that people who disagree with the mass media’s version of events are potential domestic terrorists.

According to World Net Daily, the DHS document was almost immediately rescinded, but the groups listed alongside Neo-Nazis, Aryan prison gangs and black power extremists again prove that the federal government is targeting American citizens who are merely knowledgeable about their rights and up on current issues as potential domestic terrorists to be treated as a “threat” to law enforcement.

A March 2009 policy brief by the United Nations Population Division reveals that the long-term plan for worldwide population reduction is not going fast enough, not by a long shot. Under the desperate headline ‘What would it take to accelerate fertility decline in the least developed countries?’ the policy brief gives an overview of the progress made by developing countries in regards to the globalists set goal of reducing population and proposes several ways of speeding up the death. Richly draped with graphic illustrations on the state of global population and the progress made by the UN to bring back fertility to ‘acceptable’ levels, the policy brief advises an increased effort on the part of governments to commit to a strict family planning- policy and other measures designed to bring a halt to life.

In New York in December 1994, the United Nations’ participants came up with some practical solutions to the ‘population problem’ — one of which is the integration of population issues with matters of ‘environment’ and ‘human development.’

‘The persistence of high fertility in the majority of the least developed countries and the slow fertility reductions observed among them are associated with high levels of unmet need for family planning.(…) The reduction of fertility could be accelerated if effective measures were taken to satisfy the existing unmet need for family planning.’

After these recommendations, the authors plunge into a long, wailing lament about the slow progress of the desired reducing of the population. They also point the finger to a lack of commitment of the governments concerned and, as expected, the need for a global intervention in order to avoid certain destruction.

This recent policy brief was just one update out of many in regards to the long-term plan by the elite to significantly bring down the numbers of the existing earth population. From the moment the Rockefeller funded ‘family planning’-machine was widely kicked off in the 1960s and 70s, numerous meetings have been held in the last couple of decades where various strategies were discussed to implement population-reduction on as large a scale as possible. The strategies in question were especially directed towards the third world as the globalists had virtual carte blanche in the impoverished developing countries. The famous 1994 population conference in Cairo outlined some of the proposed strategies to be implemented. Then Secretary-General of the UN, Boutros Boutros-Ghali in his opening statement on the International Conference on Population and Development, stated that:

‘I am not exaggerating when I say that not only does the future of the human society depend on this Conference but also the efficacy of the economic order of the planet on which we live.’

During a follow-up-meeting held in New York on December 1994, the United Nations’ participants came up with some practical solutions to the ‘population problem’ – one of which is the integration of population issues with matters of ‘environment’ and ‘human development.’ Another part of the agenda of pressing people to cut down on the number of children was to combine the issue of family-planning with environmental issues:

Several priority areas were identified that needed immediate action by the participants. These included creation of awareness of the interrelationships between environment, population and development; advocacy; education; training; population management; gender concerns; monitoring and evaluation; and information dissemination and networking.’

Under the headline: ‘Youth NGOs Agree to Integrate Environment and Population Issues in their Activities’ were mentioned the following activities to brainwash young NGO’s into the right mindset by, again, mixing in environmental issues with population issues:

‘To cooperatively address development problems from the youth perspective, which will ensure their maximum participation, a Working Group of the Regional Consultation of Youth NGOs in Asia and the Pacific was organized in 1994 to mobilize a network of youth NGOs in the region. Among the current issues identified by the Working Group as requiring priority attention were the problems dealing with population, environment and sustainable development. Hence, a Working Group Meeting of the Regional Consultation of Youth NGOs in Asia and the Pacific was held from 19-21 April 1995 at the UNESCO PROAP to discuss and shape a plan of action integrating issues on environment, population and development for consideration by the youth NGOs. (…) To help them develop a relevant plan of action, the participants were exposed and sensitized to the current policies and programmes adopted by FAO, UNEP, UNFPA, and UNESCO in the areas of population, environment and development.

Further on the use of mass-media is being proposed as effective ‘carriers of population-information’ to hammer dehumanization into the collective consciousness:

‘With more than 2 billion radios in the world, roughly one for every three people, and growing number of televisions, the electronic media plays an increasingly important and influential role in building awareness of population and other development issues.’

The report continues with a prime example of predictive programming:

‘Radio and television soap operas featuring family planning themes, popular songs on population-related issues, and phone-in question-and-answer sessions have all had an impact in different countries. The use of such media can be very important where literacy is low or where written information is not widely circulated. A TV soap opera series is credited with bringing thousands to family planning clinics in Mexico, and night-time drama series integrating family planning themes have proved successful in Egypt, Nigeria and Turkey.

In a January 1994 preparation meeting for the Cairo conference called ‘Family Planning Communications Strategies Examined’ the issue was discussed how best to use the media to create tolerance among the general public and ‘how attitudes and beliefs could be changed through the innovative use of traditional and mass media.’

The meeting featured case studies and presentations by communication practitioners and covered a wide range of subjects, such as: the use of folk tradition and drama to organize community action in Egypt; the use of micro-communications to encourage acceptance of family planning in the Philippines; the use of traditional and modern media in Ghana; and the use of songs to propagate family planning messages in Latin America. The success in India and Mexico of radio and television soap operas and films on family planning subjects was also discussed.’

During the meeting the Executive Coordinator of the ICPD, Jyoti Shankar Singh, stressed the importance of using mass media to ‘convey family planning and reproductive health messages’:

Electronic media, print media (and) interpersonal interventions were all part of the kind of comprehensive information, education and communication (IEC) strategies we need in pursuit of population goals.’

In another technical report (‘Guidelines on Basic Education with special attention to Gender Disparities for the UN Resident Coordinator System’) the message is repeatedly conveyed that:

It is important that information be disseminated through various channels including traditional means and packaged in various forms to allow both literate and illiterate persons to understand the key messages.’

In 1997 the UNFPA organized a ‘Regional Media Seminar on Population and Development’ for the role of the mass media in (euphemistically called) ‘Information Repackaging’ for the Pacific islands. The UN officials boasted on the success of the seminar:

The seminar brought together journalists in the print and radio media from 9 countries of the South Pacific to explore both the role and potential of mass media as a vehicle for population advocacy, information, education and communication. (…) The seminar explored the role of the media in developing and packaging population materials for identified target groups. The meeting also provided development partners with an opportunity to forge networks with media personnel and develop effective strategies to better address population and development goals and accelerate the implementation of the ICPD (International Conference on Population and Development) Programme of Action.’

In other words: every possible resource should be utilized for propagandizing different target audiences. But the people burdened with designing and implement population education on a large scale emphasized the need for a common tongue and sequence of arguments with which the different UN-divisions sell the people on the idea of dehumanization.

Mr. Michael Vlassoff, Senior Technical Officer, Technical and Evaluation Division, UNFPA, introduced the work of the Working Group on Policy-Related Issues. He explained that the Working Group had decided to address the “common advocacy” concern by drawing up a Statement of Commitment that would then be issued by all agencies and organizations involved in the IATF. The aim of such a statement would be to ensure that all UN agencies and organizations use the same language regarding population and development issues.’

The report goes on to list these arguments with which populations worldwide should be lured into embracing modern-day eugenics as a sensible policy:

The “Statement of Commitment on Population and Development by the United Nations System”, drafted by the Working Group, is divided into three sections: a general introduction stressing the commitment by the UN agencies and organizations to implement ICPD (International Conference on Population and Development); a section on the linkages between population issues and other development issues; and a concluding section calling for global partnership in addressing these interrelated issues.’

In short- a great part of the 1990s were occupied with a great mobilization of mass media for propaganda purposes by the global elite, a test case so to speak, before implementing the same strategies worldwide in the first decade of the 21st century. And lo and behold! The great global warming swindle arrives just in time as an environmental as well as a development issue to attach the basic message to: there are too many of us- and our numbers should be reduced before the planet is destroyed. Because the warming is global, the response should be so as well. However eloquently the message may be presented by hopelessly compliant media outlets, it is the tyrant’s voice we discern amidst the chatter- and all with ears to hear should educate their neighbor in this all-out information war. Let’s not forget what the elite who have funded the UN from the moment of its very conception have always aspired. In the words of the aristocratic fiend Prince Philip:

‘If I were reincarnated, I would wish to be returned to earth as a killer virus to lower human population levels.’
