California County Declares H1N1 State of Emergency

Santa Clara County officials are declaring a local state of emergency due to the H1N1 swine flu virus.

The Board of Supervisors additionally allocated $500,000 toward flu emergency response.

Officials said there have been 155 hospitalizations and eight deaths due to the swine flu in Santa Clara County between April 3 and Sept. 15.

“The Board’s declaration of emergency will enable us to put needed resources in place to respond to what is likely to be a flu season that will impact our entire community,” County Executive Jeff Smith said in a prepared statement.

Officials said they have seen increased incidences of the H1N1 virus in the county in the last few weeks, as well as greater numbers of people coming to hospitals with flu-like illness, and greater absenteeism in some schools.

Canadians willing to suspend liberties in a pandemic

Canadians are bullish on giving government officials permission to restrict personal freedoms in a flu pandemic, with half of those surveyed agreeing that violation of a quarantine order would be tantamount to manslaughter.

As well, 90% of Canadians surveyed for a research report in pandemic ethics believe doctors and nurses have an obligation to report to work during a pandemic, provided safety precautions are in place. Almost half (48%) say that health care workers who do not show up for work without a legitimate excuse should be fired or lose their professional licenses.

The survey, conducted by the University of Toronto Joint Centre for Bioethics, is based on a random sample of 500 Canadians surveyed by phone, and nearly 100 more via a series of town hall meetings. It was taken between August 2008 to February 2009 — just before the H1N1 outbreak began in April — and was designed to inject the public’s voice into debates usually left to the experts, and comes as officials brace for an anticipated second wave of H1N1 flu.

Panamax 2009: A U.S. Military Exercise to Train Soldiers to Impose Pandemic Martial Law

Editor’s note: Military exercise designed to train soldiers to “stop people from going to work and school,” according to the U.S. Navy.

Representatives from 10 U.S. government agencies are holding a two-day table-top exercise in cooperation with the government of Panama to assist in responding to any future influenza pandemic Sept. 16.

The agency representatives are in Panama in conjunction with Fuerzas Aliadas PANAMAX 2009, a 12-day military security training exercise involving 20 countries.

The representatives discussed how the United States and the Panamanian government can manage an influenza outbreak by utilizing their agencies’ assets to combat a pandemic.

“Our goal is to work as close as possible with the Panamanians in case there is a real threat, such as a pandemic influenza,” said U.S. Navy Capt. Miguel A. Cubano, a medical doctor and command surgeon for the U.S. Southern Command. “We want to help them set up a plan so a pandemic outbreak does not have a great impact on their economy, stop people from going to work and school and stop the operations of the Panama Canal.”

The agencies present included the Department of State, Department of Homeland Security, Department of Agriculture, Department of Commerce, Federal Aviation Administration, U.S. Agency for International Development, Department of Health and Human Services, U.S. Army, U.S. Coast Guard and U.S. Navy.

Since the severity of flu outbreaks is difficult to predict, the U.S. agencies are sharing tools and information to help Panama combat any level of influenza outbreak.

Influenza usually starts suddenly, with symptoms that include fever, headache, tiredness, coughing, sore throat, runny or stuffy nose, body aches, diarrhea and vomiting. Many different illnesses, including the common cold, can have similar symptoms, so diagnosis and communication are key to anticipating an unusually severe flu outbreak.

The U.S. Navy is working with the Panamanian government and other U.S. agencies to build a preventive plan to fight all diseases, not just the flu.

According to U.S. Coast Guard Cmdr. Joselito S. Ignacio, head of the Coast Guard’s Environment Health Division, Navy and Coast Guard vessels could play an important role in combating future epidemics.

“The Coast Guard will work diligently to provide maritime support in our role to help the people of Panama defeat a pandemic outbreak,” Ignacio said.

The pandemic exercise is not directly part of the FA PANAMAX 2009 maritime exercise, but is occurring concurrently.

FA PANAMAX 2009 is one of the largest multinational training exercises in the world, and is taking place in the waters off the coasts of Panama from Sept. 11-22 with the participation of civil and military forces.

More than 20 vessels and a dozen aircraft are involved in the exercises. Participants are focusing on a variety of responses to any request from the Government of Panama to protect and guarantee safe passage of traffic through the Panama Canal, ensure its neutrality, and respect national sovereignty. Simulated ground forces are also participating at Fort Sam Houston in San Antonio, Texas.

Will Americans Obey Government Orders During a Swine Flu Pandemic?

Local authorities are keen to know whether American citizens will obey the government in the event of an H1N1 pandemic and take the swine flu vaccine, amidst growing fears of quarantines and forced injections that have been circulating in recent weeks.

Every sign points to the fact that health authorities are preparing mass vaccination programs and quarantines that could be instituted should the H1N1 virus make a deadlier comeback, which has been all but guaranteed by U.S. health authorities as well as the WHO.

Part of those preparations include gauging the potential reaction of Americans to unpopular orders dictated by an increasingly distrusted government. How many citizens will follow orders to stay indoors, evacuate or take a shot?

Some of those questions form part of a survey being conducted by the University of Virginia’s health department targeting everyone except “federal government agencies and their employees,” who “are not qualified respondents for the survey target population,” according to an advisory sent with the survey.

The survey was forwarded to us by a reader who is part of a CEO-only networking group called MindShare in the Washington DC.

“I was sent the survey below that is probing folks in VA, MD, and Washington DC on what they would do in a pandemic or anthrax situation,” writes Etienne De La Boetie. “They appear to be trying to determine if folks will comply with government directives in either a flu pandemic or anthrax attack.”

The survey, entitled Community Shielding Shared Spectrum, was issued by the Critical Incident Analysis Group at the University of Virginia and can be read here.

The CIAG lists its role as understanding how, “Critical incidents have the potential for creating social trauma and undermining social trust in government,” according to its website, and comprises of a “network of experts from academe, media, government, military, law enforcement, industry, and the behavioral sciences.”

The survey contains a raft of questions about disaster preparedness and attempts to clarify whether people will trust the government enough to follow orders and accept vaccines during a pandemic or a biological attack. Some of the survey questions are listed as follows;

For an anthrax attack that occurred during the work day, local authorities are likely to require people to shelter in place where they are. For many this would be at work or school. Assuming that there were adequate food, water , medications and sanitation supplies, how long would you be able to stay before family or personal circumstances would force you to leave?

The multiple choice answers range from, “I would not stay at all beyond normal working hours,” to “More than 14 days.” The follow-up questions asks how long people would stay in their homes if ordered to do so by the government.

If a vaccine for swine flu (H1N1) is offered this year, and consists of a series of two shots in addition to the normal seasonal flu vaccine, for a total of three shots, will you….

The choices range from not taking any shot to taking both shots for swine flu and the seasonal flu shot. The next question asks if the individual would take medication ‘delivered’ to them by authorities in the event of an anthrax attack or a swine flu pandemic. It does not state whether such medication would be ‘delivered’ at gunpoint as many currently fear.

If you live in an affected area and are instructed by government officials to evacuate, would you….

The respondent is then given two choices, stay at home or comply with the instructions and evacuate. The next question asks their reason for not obeying the order to evacuate.

From question 46 onwards, respondents are grilled about which authorities they trust in relation to a pandemic or a biological attack. Law enforcement, the CDC and “State/District transportation department” are all listed. Respondents are then asked how confident they are in the federal government to respond to a disaster.

Has the recent outbreak of swine flu (H1N1) made you more or less likely to follow guidance from the government or from public health agencies regarding health issues?, asks question 53.

Question 54 onwards asks which sources of information are deemed most trustworthy by the respondent and which of these would be followed during a swine flu outbreak. Federal government websites, mainstream media outlets, religious organizations and “Other, non-government Websites, social networking Websites, or Blogs” are all listed.

A plethora of questions about race, education, employment, household issues and other detailed queries accompany the questions highlighted, and the survey runs to no less than 81 questions in all.

This survey is clearly part of a national effort on behalf of authorities to gauge how Americans will react to being ordered around by a federal government that citizens are increasingly suspicious of in light of increasing awareness about the dangers of the swine flu vaccine and an understanding of what happened during the government’s last attempt to enforce a mass vaccination program for swine flu during the 1976 debacle, when the vaccine killed more people than the actual virus.

Unfortunately for the people tasked with carrying out any such forced vaccination program, 150 million American gun owners are not going to respond nicely to people who want to inject their children with mercury, squalene and other deadly additives that are admitted to be contained in the H1N1 shot now being rolled out. For their sake, and for the sake of preventing anarchy and widespread violence, we need health authorities to come out publicly and state clearly and vehemently that no such mandatory vaccination effort will take place.

Until that happens, fears about what the government is planning behind closed doors in relation to swine flu will only persist and become stronger.

State Says Forced Injections, Quarantines For “Rapidly Spreading Germ,” But Not Swine Flu

Health authorities in Massachusetts have indicated that they will impose quarantines and mandatory vaccinations in the event of the H1N1 virus mutating into a lethal germ, but that forcible injections are not on the agenda for the swine flu outbreak as it stands.

Concerns about mandatory vaccination programs have been growing worldwide over recent weeks as governments have failed to unequivocally state that the swine flu shot will be voluntary, while ordering enough batches to inoculate their entire population.

These fears have been heightened by warnings from whistle blowers that law enforcement and military officials have been running drills focused around quarantining people who refuse to take the vaccine.

Governments of some European countries, such as Greece, have announced that the H1N1 vaccine will be mandatory, while leaked internal French government documents outline a similar plan for a program of mass vaccination without exception.

In response to pressure from the Liberty Preservation Association of Massachusetts, state officials have been forced to acknowledge that the swine flu shot will not be mandatory, but they did not rule out the prospect of people being forcibly injected or quarantined if the H1N1 virus mutates into a deadlier germ, which many health authorities have all but guaranteed it will.

Massachusetts Public Health Commissioner John Auerbach sent a memo to legislators this week advising them “mandatory vaccination is not and has never been part of the plan or discussion in Massachusetts’ pandemic response.”

However, state legislation passed in April does mandate that people who refuse to follow orders to remain isolated can be hit with a daily fine of $1000 and also face up to a month in jail.

A Boston Globe article also notes that the legislation in place describes “quarantining people who decline inoculations” in the event of a “bioterror attack or the emergence of a highly lethal, rapidly spreading germ.”

The issue of mandatory vaccinations in Massachusetts is especially prescient due to the fact that authorities in Boston have already trialed vaccination tracking technology with the purpose of creating a “vaccination map” charting which people have taken the vaccine and which have not, or “creating a citywide registry of everyone who has had a flu vaccination,” as a Boston Globe article describes, via the use of RFID bracelets. Police and military whistle blowers have warned that these bracelets will be used to single out who hasn’t received the vaccine, upon which the individual will be forcibly quarantined by authorities if they refuse to take the shot.

Health authorities in other states have been coy about exactly what level of outbreak severity will trigger a mandatory vaccination program. However, after a concerned blogger called the Arkansas State Health Department it was revealed that authorities there believe that mandatory injections are constitutional and can be enforced at gunpoint if necessary.

Health authorities in Massachusetts expressed concern that suspicion surrounding the swine flu shot could impinge on their plan to vaccinate as many people as possible.

“Auerbach’s letter demonstrates that his agency is worried the dissent could raise doubts about vaccination and imperil an unprecedented campaign to inoculate millions this fall against the seasonal flu and the swine strain,” reports the Globe.

However, concerns about the vaccine are firmly rooted in the fact that it will contain a cocktail of dangerous additives and ingredients.

As we have previously documented, the swine flu vaccine was rushed through safety procedures while governments have provided pharmaceutical companies with blanket immunity from lawsuits arriving out of the vaccine causing deaths and injuries.

It was previously revealed that some batches of the vaccine will contain mercury, a toxin linked with autism and neurological disorders. The vaccine will also contain the dangerous ingredient squalene, which has been directly linked with cases of Gulf War Syndrome and a host of other debilitating diseases.

It was also recently reported that the UK government sent a confidential letter to senior neurologists telling them to be on the alert for cases of a brain disorder called Guillain-Barre Syndrome (GBS), which could be triggered by the vaccine. The CDC in America replicated this warning weeks later.

As a result of the dangers of the vaccine becoming widely known, authorities are moving to get out ahead of the story by acknowledging that millions of health problems in the aftermath of a vaccination campaign will be blamed on the vaccine, citing the 1976 swine flu debacle when the shot proved far deadlier than the actual virus.

Reuters reports that public health officials, “Expect an avalanche of so-called adverse event reports, which are reports of death, illness or other health trauma that occur within two weeks after receiving treatment — in this case, the swine flu vaccine,” in reaction to an estimated “one million heart attacks, 700,000 strokes and 900,000 miscarriages.”

By coming out early and claiming that these problems would have occurred without the swine flu vaccine anyway, authorities are creating plausible deniability for when side-effects from the shot begin to appear.

Scottish Government Prepares Thousands of Cardboard Coffins for Pandemic

Ministers have been urged to have thousands of cardboard coffins ready for mass deaths should swine flu take a turn for the worse.

Scottish Government guidance was published yesterday looking at how to cope with large-scale death from catastrophic events, disease and terrorist attacks.

The document – Guidance on Dealing with Mass Fatalities in Scotland – was published amid concern that swine flu, which has so far been relatively mild compared to seasonal flu, could mutate and become much more virulent.

The guidance recommends the use of cardboard coffins and refrigeration centres to hold bodies. It also urges that mass graves should not be used.

Ottawa Prepares for Flu with Body Bags

Aboriginal leaders in Manitoba are horrified that some of the reserves hardest hit by swine flu in the spring have received dozens of body bags from Health Canada.

The body bags — which were sent to the remote northern reserves of Wasagamack and God’s River First Nation — came in a shipment of hand sanitizers and face masks.

Grand Chief David Harper, who represents northern First Nations, says body bags send the wrong message and no one can understand why Ottawa would do such a thing.

“It really makes me wonder if health officials know something we don’t,” he said. “I have a right to speak for my people. I make a plea to the people of Canada to work with us to ensure the lowest fatalities from this monster virus. Don’t send us body bags. Help us organize; send us medicine.”

Harper says it’s like sending body bags to soldiers in Afghanistan.

Federal Prison Under Swine Flu Quarantine in Memphis

MEMPHIS, TN – A federal prison in Memphis has been quarantined because of an outbreak of Swine Flu, according to a court document.

United States Attorney Lawrence J. Laurenzi says in the document, prisoners are not allowed to leave FCI Memphis for court appearances because of the H1N1 quarantine.

Laurenzi said, “The United States Marshall’s Service has advised that the facility will reassess the situation on September 21, 2009.”

Prison officials have not released any information about the situation at this time.
